Construction Labor Services, Inc., (CLS), is in the business of leasing
union construction tradespersons (carpenters, laborers, bricklayers, cement
finishers, ironworkers, painters, etc.) to contractors. CLS assumes the
responsibilities and administrative burdens of the typical employer - employee
relationship.
Collectively Bargained Contracts
CLS is signatory to over 50 different construction labor contracts within
Michigan, Indiana, Ohio, and Illinois.
CLS keeps current with changes in language and benefits in the contracts with
which they are signatory.
Representatives of CLS are active members of management negotiation teams with
several labor contracts.
CLS is committed to day to day efforts at improving labor relations with their
employees and with the unions with which they are signatory.
A representative of CLS is a member of the AGC Labor Advisory Committee and
benefits by a frequent update of local, regional and national labor issues and
trends.
Manpower and Training
CLS employees are all union members; most have been trained through apprenticeship
programs.
CLS is future-minded in their efforts to encourage young men and women to consider
construction apprenticeship programs.
CLS also works with the unions, Apprenticeship programs, and the AGC Manpower &
Training Committee in order to encourage Journeyman upgrading. CLS is interested in
doing everything possible to improve the quality of union labor.
CLS has a major corporate goal to operate in such a manner that they will attract
the best of the tradespersons to work for them.
A representative of CLS is a Trustee on the State of Michigan Carpenters
Apprenticeship Program and also a local Joint Apprenticeship Training Committee member
for the carpenters. Through involvement such as this, CLS strives to continually
improve and update union apprenticeship programs and subsequently ensure quality
tradespersons in the future.
Worker Personnel Function
CLS is responsible for the recruitment, screening, and selection of tradespersons,
subject to client input.
CLS is responsible for employee discipline, subject to client input.
Complete Payroll Services
Collect, sort, and calculate employee time cards.
Cross check employee hours and job hours to ensure accurate payroll distribution.
Adjust payroll distribution as per client requests.
Compute, print, & deliver payroll checks.
Compute, print, & deliver layoff checks.
Report and pay federal and state withholding taxes.
Compute, report, and pay FICA, FUTA, SUTA.
Maintain employee records per government guidelines.
Maintain backup and security procedures in order to protect records and to
maintain ability to operate in event of a disaster.
Update employee W-4s per government requirements and employee requests.
Update state and federal income tax and unemployment tax rates as needed.
Print W-2s and submit to employees and government agencies as per requirements.
Update payroll program as needed to respond to new government requirements,
new client needs, or new union fringe benefit needs.
Administration of Unemployment Compensation Claims
Process and manage MESC and out of state unemployment reporting. Includes
requests for and attendance at MESC hearings.
Clients typically reduce their MESC rates by limiting their direct employment
of construction tradespersons. Their rates would then be influenced only by the
more stably employed office personnel that they directly employ.
Miscellaneous Processing and Reporting
Calculation and processing of court-ordered garnishments.
Maintain files for Employment Eligibility Verification (l-9s) and as employer,
assumes liability for missing or incomplete l-9s.
Report and pay various fringe benefits to various union programs.
Prepare required records for fringe benefit audits.
Provide various computer reports for the use of CLS clients, including certified
payrolls.
Update union pay and fringe rates per changes in union contracts.
Update Workers Compensation and Liability rates as needed.

Woman Business Enterprise

Workers Compensation
CLS maintains full Workers Compensation coverage on all employees.
CLS records employee base wages for each appropriate insurance classification.
These records are preserved and used to confirm yearly workers compensation audits.
CLS administers all jobsite injuries/accidents.
Review Supervisor's Accident Reports.
Fill out and submit Form #100 to insurance carrier.
Analyze accidents/injuries and respond with corrective measures.
Process workers comp. billings, doctor reports, etc.
Communicate with insurance carrier on a regular basis to update cases and ensure
that they are being managed properly by the carrier.
Provide regular injury case status reports to CLS clients for accidents that
occurred on their jobsite.
Jobsite Safety Promotion
Twice a year CLS sponsors a dinner meeting for CLS foremen to promote safety on
the jobsite. CLS provides entertaining speakers who discuss current safety topics.
Gifts and awards are part of the program.
Monthly safety bulletins are sent to all employees.
CLS also coordinates the services of the AGC Safety Van Program with CLS clients.
CLS works with foremen and client superintendents to encourage jobsite safety.
CLS provides materials such as safety posters and toolbox talks.
CLS collects and distributes various safety materials to CLS jobsites. Included
in this is a "Foreman Safety Manual" which contains an abundance of materials
intended to inform Foremen about safety matters and also give him/her materials
to assist in training his/her crew.
